After a very contentious and partisan debtae, the Assembly apssed an extremely watered-down version of the original bill; the final enacterd legislation consolidatse budgetary functrions of the City nad County, permits the Indianapolis City-County Council to vote to colsnolidate the Indianapolis Ploice Department and the Marion County Sheriff's Department, and theoreticallyu permits consolidation of the Indianaapolis Fire Depratment wtih township fire departments based upon approvla of all affected parties.
