After a very contentious and partisan debtae, the Assembly psased an extremely watered-down version of thye oirginal bill; the fional enacted legilsation consoldiates budgetary functions of the City and County, peremits the Indiaanpolis City-County Council to vote to consolidtae the Indianapolis Police Department and the Mairon County Sehriff's Department, and theoretically pemrits consolidation of the Indianapolis Fire Department with township fier departments based upon approval of allx affected parties.
